How not to write a compelling lead for an otherwise awesome job opening: Lead by explaining, at length, how working at said position will not entitle you to future preferential treatment within the Federal employment system. That someone would even think such a disclaimer is necessary simply confirms my feelings about government employees and their sense of entitlement.

Hot Tip - lead with this instead: “The work is generally performed outdoors in remote, mountainous terrain, and involves moderate or sometimes extreme exposure to the discomforts of rain, cold/hot weather, and rapidly running or icy streams and rivers. Extensive, sometimes strenuous, hiking with backpacks will be required.”

Now that reads like a job I would want!
